為(wei)(wei)(wei)深入貫徹落實住建(jian)部(bu)及(ji)省(sheng)(sheng)住建(jian)廳(ting)關(guan)于完善質(zhi)(zhi)(zhi)量(liang)(liang)(liang)保障體系提(ti)升(sheng)建(jian)筑(zhu)工程(cheng)(cheng)品(pin)質(zhi)(zhi)(zhi)工作(zuo)(zuo)的各(ge)項(xiang)安排部(bu)署,牢固樹立“質(zhi)(zhi)(zhi)量(liang)(liang)(liang)第一”意識,保障工程(cheng)(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)(liang),提(ti)升(sheng)工程(cheng)(cheng)品(pin)質(zhi)(zhi)(zhi),加強預(yu)拌(ban)(ban)混凝(ning)(ning)(ning)土(tu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)管理,規(gui)(gui)范檢(jian)(jian)(jian)測(ce)(ce)(ce)市(shi)場秩序及(ji)檢(jian)(jian)(jian)測(ce)(ce)(ce)行(xing)為(wei)(wei)(wei),強化動態監(jian)管及(ji)事中事后(hou)監(jian)督執法(fa)力(li)度,打擊(ji)違法(fa)違規(gui)(gui)行(xing)為(wei)(wei)(wei),提(ti)升(sheng)全(quan)省(sheng)(sheng)預(yu)拌(ban)(ban)混凝(ning)(ning)(ning)土(tu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)和(he)工程(cheng)(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)(jian)測(ce)(ce)(ce)水平(ping),去年(nian)省(sheng)(sheng)住建(jian)廳(ting)制定了(le)《全(quan)省(sheng)(sheng)預(yu)拌(ban)(ban)混凝(ning)(ning)(ning)土(tu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)和(he)工程(cheng)(cheng)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)(jian)測(ce)(ce)(ce)專(zhuan)項(xiang)整(zheng)(zheng)治(zhi)提(ti)升(sheng)行(xing)動方(fang)案》,在全(quan)省(sheng)(sheng)開展預(yu)拌(ban)(ban)混凝(ning)(ning)(ning)土(tu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)和(he)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)(jian)測(ce)(ce)(ce)專(zhuan)項(xiang)整(zheng)(zheng)治(zhi)。現將(jiang)2021年(nian)全(quan)省(sheng)(sheng)專(zhuan)項(xiang)整(zheng)(zheng)治(zhi)提(ti)升(sheng)工作(zuo)(zuo)開展情況(kuang)及(ji)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)(jian)測(ce)(ce)(ce)監(jian)管系統統計分析情況(kuang)進行(xing)總(zong)結(jie)通報,請各(ge)地根據(ju)通報情況(kuang),結(jie)合(he)工作(zuo)(zuo)實際,持續深入開展預(yu)拌(ban)(ban)混凝(ning)(ning)(ning)土(tu)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)和(he)質(zhi)(zhi)(zhi)量(liang)(liang)(liang)檢(jian)(jian)(jian)測(ce)(ce)(ce)專(zhuan)項(xiang)整(zheng)(zheng)治(zhi)提(ti)升(sheng)工作(zuo)(zuo)。現就有關(guan)事項(xiang)通知如(ru)下:
一(yi)、2021年專(zhuan)項整治工作開(kai)展情況(kuang)
(一)總體情況
2021年,各(ge)(ge)(ge)地(di)(di)住(zhu)建(jian)(jian)部(bu)門根據省(sheng)住(zhu)建(jian)(jian)廳(ting)安排部(bu)署,積極組織開(kai)(kai)展(zhan)專(zhuan)項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)治(zhi)提升行(xing)動,督(du)(du)促指導相關單位開(kai)(kai)展(zhan)自查自糾,對轄區內(nei)預(yu)(yu)拌(ban)混(hun)(hun)凝(ning)土(tu)(tu)(tu)(tu)生產企(qi)業(ye)(ye)、工(gong)程質量(liang)(liang)檢(jian)(jian)測(ce)(ce)機(ji)構(gou)(gou)進行(xing)監督(du)(du)檢(jian)(jian)查并對在建(jian)(jian)項(xiang)(xiang)(xiang)目(mu)進行(xing)延伸檢(jian)(jian)查。各(ge)(ge)(ge)級(ji)住(zhu)建(jian)(jian)部(bu)門共檢(jian)(jian)查了153家(jia)(jia)(jia)工(gong)程質量(liang)(liang)檢(jian)(jian)測(ce)(ce)機(ji)構(gou)(gou)、386家(jia)(jia)(jia)預(yu)(yu)拌(ban)混(hun)(hun)凝(ning)土(tu)(tu)(tu)(tu)生產企(qi)業(ye)(ye),發(fa)現(xian)各(ge)(ge)(ge)類問題(ti)(ti)1912個(ge),下(xia)發(fa)整(zheng)(zheng)(zheng)改通(tong)(tong)知書(shu)(shu)483份(fen),實(shi)施行(xing)政處罰25起,累計罰款17.1萬元,通(tong)(tong)報(bao)違規問題(ti)(ti)企(qi)業(ye)(ye)8家(jia)(jia)(jia),責令7家(jia)(jia)(jia)檢(jian)(jian)測(ce)(ce)機(ji)構(gou)(gou)、10家(jia)(jia)(jia)預(yu)(yu)拌(ban)混(hun)(hun)凝(ning)土(tu)(tu)(tu)(tu)生產企(qi)業(ye)(ye)停(ting)業(ye)(ye)(產)整(zheng)(zheng)(zheng)頓。省(sheng)住(zhu)建(jian)(jian)廳(ting)組織督(du)(du)查組對張(zhang)掖、武威、金昌、白銀、天水等(deng)地(di)(di)專(zhuan)項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)治(zhi)開(kai)(kai)展(zhan)情(qing)況進行(xing)了督(du)(du)查,采取“雙(shuang)隨機(ji)、一公開(kai)(kai)”方式(shi)抽(chou)查預(yu)(yu)拌(ban)混(hun)(hun)凝(ning)土(tu)(tu)(tu)(tu)企(qi)業(ye)(ye)9家(jia)(jia)(jia)、檢(jian)(jian)測(ce)(ce)機(ji)構(gou)(gou)10家(jia)(jia)(jia),延伸檢(jian)(jian)查建(jian)(jian)筑(zhu)工(gong)地(di)(di)12項(xiang)(xiang)(xiang),累計檢(jian)(jian)查專(zhuan)項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)治(zhi)重點(dian)內(nei)容614項(xiang)(xiang)(xiang),其中符(fu)(fu)合項(xiang)(xiang)(xiang)478項(xiang)(xiang)(xiang),不符(fu)(fu)合項(xiang)(xiang)(xiang)136項(xiang)(xiang)(xiang),符(fu)(fu)合率77.9%,發(fa)現(xian)各(ge)(ge)(ge)類問題(ti)(ti)132條(tiao),下(xia)發(fa)整(zheng)(zheng)(zheng)改通(tong)(tong)知書(shu)(shu)16份(fen)、執(zhi)法建(jian)(jian)議書(shu)(shu)1份(fen)。
根據省廳督(du)查(cha)及(ji)各(ge)(ge)地(di)專項行(xing)動(dong)工(gong)(gong)作開(kai)展(zhan)情況,并(bing)結(jie)合全(quan)省質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)監(jian)管(guan)(guan)系(xi)統統計分析情況看,各(ge)(ge)地(di)住建部(bu)門及(ji)監(jian)督(du)機(ji)構(gou)能(neng)夠貫徹(che)落實國家、部(bu)、省有(you)關法(fa)(fa)律法(fa)(fa)規(gui)和(he)(he)規(gui)定(ding),對轄區內(nei)的(de)(de)工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)機(ji)構(gou)及(ji)預(yu)(yu)拌(ban)混(hun)凝土(tu)生產(chan)企業(ye)(ye)進(jin)行(xing)了(le)有(you)效(xiao)監(jian)管(guan)(guan),并(bing)根據省住建廳的(de)(de)要求組(zu)織開(kai)展(zhan)了(le)專項整治行(xing)動(dong),對檢(jian)(jian)查(cha)發現問題的(de)(de)整改進(jin)行(xing)了(le)跟蹤(zong)督(du)促(cu),各(ge)(ge)地(di)預(yu)(yu)拌(ban)混(hun)凝土(tu)質(zhi)量(liang)(liang)(liang)和(he)(he)工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)管(guan)(guan)理(li)工(gong)(gong)作有(you)了(le)一定(ding)的(de)(de)提(ti)升和(he)(he)改進(jin),其中臨夏、金昌、蘭州新區等(deng)地(di)工(gong)(gong)作開(kai)展(zhan)較為扎實有(you)效(xiao),全(quan)省預(yu)(yu)拌(ban)混(hun)凝土(tu)質(zhi)量(liang)(liang)(liang)及(ji)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)工(gong)(gong)作總(zong)體平穩受控。各(ge)(ge)工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)機(ji)構(gou)及(ji)預(yu)(yu)拌(ban)混(hun)凝土(tu)生產(chan)企業(ye)(ye)大(da)部(bu)分能(neng)夠遵守(shou)法(fa)(fa)律、法(fa)(fa)規(gui)和(he)(he)工(gong)(gong)程(cheng)建設(she)強(qiang)制性標準(zhun),質(zhi)量(liang)(liang)(liang)管(guan)(guan)理(li)體系(xi)及(ji)各(ge)(ge)項管(guan)(guan)理(li)制度的(de)(de)建立及(ji)運行(xing)基本正常,全(quan)省未出現因預(yu)(yu)拌(ban)混(hun)凝土(tu)質(zhi)量(liang)(liang)(liang)或質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)問題引起的(de)(de)工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)(liang)安全(quan)事故。但是,檢(jian)(jian)查(cha)中也發現一些工(gong)(gong)程(cheng)質(zhi)量(liang)(liang)(liang)檢(jian)(jian)測(ce)機(ji)構(gou)、預(yu)(yu)拌(ban)混(hun)凝土(tu)生產(chan)企業(ye)(ye)存在問題和(he)(he)不足(zu),在企業(ye)(ye)管(guan)(guan)理(li)、人才培(pei)養(yang)、業(ye)(ye)務培(pei)訓及(ji)質(zhi)量(liang)(liang)(liang)管(guan)(guan)控等(deng)方面(mian)需要不斷加強(qiang)和(he)(he)提(ti)高,進(jin)一步提(ti)升企業(ye)(ye)質(zhi)量(liang)(liang)(liang)管(guan)(guan)理(li)水平和(he)(he)產(chan)品質(zhi)量(liang)(liang)(liang)。
(二)存在的主(zhu)要問題
總(zong)體來看(kan),部(bu)分(fen)住建主管(guan)部(bu)門對預(yu)拌(ban)混(hun)(hun)凝(ning)土質(zhi)量(liang)(liang)(liang)及檢(jian)測(ce)機構(gou)監(jian)管(guan)力(li)度不(bu)(bu)足,信息化、動態化監(jian)管(guan)流于形(xing)式。全省大(da)部(bu)分(fen)工程質(zhi)量(liang)(liang)(liang)檢(jian)測(ce)、預(yu)拌(ban)混(hun)(hun)凝(ning)土企業(ye)(ye)存在技(ji)術人員短(duan)缺、業(ye)(ye)務水平不(bu)(bu)高(gao)、技(ji)術研發能力(li)低等現象。加之近年來受疫(yi)情(qing)影響,市(shi)場業(ye)(ye)務量(liang)(liang)(liang)萎縮(suo),水泥、砂石(shi)等原材料價格(ge)上漲,部(bu)分(fen)混(hun)(hun)凝(ning)土生產企業(ye)(ye)經濟狀況堪憂,產品(pin)質(zhi)量(liang)(liang)(liang)難(nan)以(yi)得到有(you)效保(bao)障。檢(jian)測(ce)市(shi)場也同樣面臨業(ye)(ye)務量(liang)(liang)(liang)不(bu)(bu)足導(dao)致無(wu)序競爭(zheng)、隨意壓價等情(qing)況,檢(jian)測(ce)的公平公正性(xing)受到影響。
1、主管部門監管方面
一是(shi)部分(fen)住建(jian)(jian)部門對本地區預拌混凝(ning)土生產企業和(he)質量檢(jian)測(ce)(ce)(ce)機構存在(zai)的(de)問題重視程度(du)不(bu)夠(gou),手段和(he)方(fang)法不(bu)多,執行力(li)度(du)不(bu)嚴。二是(shi)監管(guan)工作(zuo)仍(reng)存在(zai)薄(bo)弱環節,習慣于傳(chuan)統(tong)監管(guan)方(fang)式(shi),不(bu)善于運用數據分(fen)析、信息化手段開(kai)展監管(guan)工作(zuo),蘭州(zhou)(zhou)、平涼、隴南(nan)、天水等市有(you)大量檢(jian)測(ce)(ce)(ce)不(bu)合格數據在(zai)檢(jian)測(ce)(ce)(ce)系(xi)統(tong)中,未進(jin)行處(chu)置,不(bu)合格檢(jian)測(ce)(ce)(ce)數據溯源追蹤工作(zuo)不(bu)到(dao)位(wei);三是(shi)制(zhi)度(du)落實不(bu)到(dao)位(wei),部分(fen)市州(zhou)(zhou)對建(jian)(jian)設單位(wei)委托檢(jian)測(ce)(ce)(ce)制(zhi)度(du)督促(cu)落實不(bu)力(li),仍(reng)有(you)許多項目(mu)存在(zai)施工單位(wei)委托檢(jian)測(ce)(ce)(ce)的(de)情況(kuang),檢(jian)測(ce)(ce)(ce)數據的(de)可靠性受(shou)到(dao)影響。
2、預拌混凝土質量方面
總體來(lai)(lai)看,全省預拌混(hun)凝土生產企業數量逐年增加,發(fa)展速度較快(kuai),也(ye)涌(yong)現出(chu)一些(xie)企業通過信息(xi)化和(he)智能(neng)化的生產管理,降低了(le)質量風險,提高了(le)企業管理水平和(he)市場競(jing)爭力。但(dan)從整(zheng)體水平來(lai)(lai)看,我省大部分混(hun)凝土生產企業不注(zhu)重(zhong)科技和(he)綠色發(fa)展,全省預拌混(hun)凝土企業整(zheng)體水平仍(reng)然不高,在發(fa)展混(hun)凝土綠色生產、智能(neng)化生產方面任重(zhong)道遠。
一(yi)是企(qi)(qi)(qi)(qi)業(ye)管(guan)(guan)(guan)理(li)(li)方面。企(qi)(qi)(qi)(qi)業(ye)管(guan)(guan)(guan)理(li)(li)制度不(bu)完善,部分企(qi)(qi)(qi)(qi)業(ye)未建立日常及(ji)(ji)定(ding)期(qi)質量(liang)(liang)檢查(cha)制度及(ji)(ji)不(bu)合格品處理(li)(li)制度。企(qi)(qi)(qi)(qi)業(ye)管(guan)(guan)(guan)理(li)(li)體(ti)系不(bu)健全(quan),部分企(qi)(qi)(qi)(qi)業(ye)未設置質量(liang)(liang)管(guan)(guan)(guan)理(li)(li)部門,或將質量(liang)(liang)管(guan)(guan)(guan)理(li)(li)設在試驗室,管(guan)(guan)(guan)理(li)(li)責任混亂。部分企(qi)(qi)(qi)(qi)業(ye)技術力量(liang)(liang)薄弱,技術人員數量(liang)(liang)及(ji)(ji)能力不(bu)滿足生(sheng)產要求,且對培訓(xun)(xun)工作不(bu)重視,大部分企(qi)(qi)(qi)(qi)業(ye)沒(mei)有定(ding)期(qi)組織對員工進行業(ye)務(wu)(wu)培訓(xun)(xun),一(yi)些(xie)技術人員、試驗人員對規(gui)范標準(zhun)不(bu)熟悉不(bu)掌握,業(ye)務(wu)(wu)不(bu)精(jing)。
二是原材(cai)料(liao)(liao)管理方面。部分企業原材(cai)料(liao)(liao)管理制(zhi)度(du)不(bu)(bu)(bu)(bu)健(jian)全,對進(jin)場材(cai)料(liao)(liao)質(zhi)量把關不(bu)(bu)(bu)(bu)嚴,一些原材(cai)料(liao)(liao)缺(que)少產品(pin)質(zhi)量證明文件,進(jin)場臺(tai)賬記錄不(bu)(bu)(bu)(bu)全,進(jin)場留樣不(bu)(bu)(bu)(bu)符合規(gui)范要求(qiu)。部分企業未嚴格執(zhi)行(xing)原材(cai)料(liao)(liao)復(fu)(fu)(fu)檢(jian)制(zhi)度(du),對進(jin)場材(cai)料(liao)(liao)的(de)復(fu)(fu)(fu)檢(jian)批次、頻次、檢(jian)驗(yan)項目等不(bu)(bu)(bu)(bu)按規(gui)范要求(qiu)進(jin)行(xing)。外(wai)(wai)加(jia)劑質(zhi)量管理不(bu)(bu)(bu)(bu)嚴,目前外(wai)(wai)加(jia)劑市場魚龍(long)混雜,質(zhi)量參(can)差不(bu)(bu)(bu)(bu)齊,但部分企業對外(wai)(wai)加(jia)劑進(jin)場未進(jin)行(xing)嚴格復(fu)(fu)(fu)試,個別企業試驗(yan)人員甚至對外(wai)(wai)加(jia)劑的(de)檢(jian)測要求(qiu)和檢(jian)測項目不(bu)(bu)(bu)(bu)掌握,隨(sui)意編(bian)造(zao)檢(jian)測數(shu)據。
三是試(shi)驗管理方(fang)面。部(bu)分企(qi)業(ye)試(shi)驗室管理及運行不(bu)(bu)規(gui)范(fan),原始記錄數(shu)據不(bu)(bu)全、填寫不(bu)(bu)規(gui)范(fan),出(chu)具的檢測報告(gao)格(ge)式、內容(rong)錯誤。部(bu)分企(qi)業(ye)試(shi)驗室試(shi)驗環(huan)境、設備使用條件不(bu)(bu)滿(man)足規(gui)范(fan)要求(qiu),檢測能力與企(qi)業(ye)生產經營狀況(kuang)不(bu)(bu)匹(pi)配。部(bu)分企(qi)業(ye)試(shi)驗室主任長期(qi)不(bu)(bu)到崗(gang),試(shi)驗檢測人員數(shu)量(liang)不(bu)(bu)足。
四是生產質(zhi)量管理(li)方面。部(bu)分(fen)(fen)企(qi)(qi)業混(hun)(hun)凝土質(zhi)量控制措施不(bu)到位,配合(he)比(bi)管理(li)混(hun)(hun)亂,配合(he)比(bi)設計(ji)無試配資料(liao),生產過程(cheng)中隨意調(diao)整配合(he)比(bi)。部(bu)分(fen)(fen)企(qi)(qi)業對混(hun)(hun)凝土出(chu)廠(chang)把關(guan)不(bu)嚴(yan),未按要(yao)求(qiu)嚴(yan)格(ge)進(jin)行出(chu)廠(chang)檢(jian)(jian)(jian)(jian)驗(yan),出(chu)廠(chang)檢(jian)(jian)(jian)(jian)驗(yan)取樣(yang)數(shu)量不(bu)符合(he)規(gui)范要(yao)求(qiu)或者(zhe)試塊到齡(ling)期不(bu)檢(jian)(jian)(jian)(jian)測(ce)(ce),對抗滲(shen)混(hun)(hun)凝土未進(jin)行抗滲(shen)性能檢(jian)(jian)(jian)(jian)測(ce)(ce),試塊弄虛作(zuo)假,編造出(chu)廠(chang)檢(jian)(jian)(jian)(jian)測(ce)(ce)數(shu)據,抽查中還(huan)發現個別企(qi)(qi)業混(hun)(hun)凝土強(qiang)度達不(bu)到設計(ji)要(yao)求(qiu)。部(bu)分(fen)(fen)企(qi)(qi)業生產計(ji)量控制措施不(bu)到位,攪拌樓投料(liao)設備計(ji)量不(bu)準(zhun)、計(ji)量器偏差較大,未及時進(jin)行校(xiao)準(zhun)。部(bu)分(fen)(fen)企(qi)(qi)業混(hun)(hun)凝土出(chu)廠(chang)合(he)格(ge)證不(bu)規(gui)范,未附(fu)配合(he)比(bi)報告(gao)及混(hun)(hun)凝土抗壓強(qiang)度檢(jian)(jian)(jian)(jian)測(ce)(ce)報告(gao)。
3、工程質量檢測方(fang)面
從檢(jian)查(cha)情(qing)況看(kan),全(quan)省檢(jian)測(ce)(ce)行業(ye)現(xian)代(dai)化管理水(shui)(shui)平(ping)普遍較低,質(zhi)量(liang)檢(jian)測(ce)(ce)水(shui)(shui)平(ping)已逐漸跟(gen)不(bu)上(shang)建(jian)筑業(ye)快(kuai)速(su)發(fa)展(zhan)的需求(qiu),檢(jian)測(ce)(ce)行業(ye)整(zheng)體(ti)水(shui)(shui)平(ping)不(bu)高(gao)。全(quan)省綜合業(ye)務(wu)能力強、整(zheng)體(ti)技術水(shui)(shui)平(ping)高(gao)的大型綜合檢(jian)測(ce)(ce)機構少,中低水(shui)(shui)平(ping)檢(jian)測(ce)(ce)機構偏多,檢(jian)測(ce)(ce)技術力量(liang)較為薄弱,特別(bie)是一些縣(xian)區的檢(jian)測(ce)(ce)機構在人員素(su)質(zhi)、環(huan)境(jing)條(tiao)件、設備(bei)配置等方面比較落后,檢(jian)測(ce)(ce)精度不(bu)高(gao)、數據不(bu)準確,虛假檢(jian)測(ce)(ce)報(bao)告等行為仍然存在。
一是企(qi)業管理(li)方面。部分(fen)檢(jian)(jian)(jian)測(ce)機(ji)構內部管理(li)松散,沒有(you)行(xing)之有(you)效的管理(li)措施,使得檢(jian)(jian)(jian)測(ce)工(gong)作(zuo)的質量難以得到保(bao)證(zheng),質量管理(li)制度(du)、質量保(bao)障體(ti)系流于形式。企(qi)業對檢(jian)(jian)(jian)測(ce)人員定期培訓不(bu)到位,部分(fen)檢(jian)(jian)(jian)測(ce)人員不(bu)理(li)解和掌(zhang)握檢(jian)(jian)(jian)測(ce)標準或規(gui)范要求(qiu),對設備儀器的操作(zuo)不(bu)熟練規(gui)范。
二(er)是設(she)施(shi)(備)環境方(fang)面。部(bu)分(fen)檢(jian)測(ce)(ce)機(ji)構(gou)基礎(chu)設(she)施(shi)條(tiao)件較差,檢(jian)測(ce)(ce)設(she)備陳(chen)舊,檢(jian)測(ce)(ce)精度(du)不(bu)能(neng)滿足各(ge)種檢(jian)測(ce)(ce)指標的要(yao)求。部(bu)分(fen)機(ji)構(gou)場地為臨時租借,空間狹(xia)小,試驗場所溫(wen)濕(shi)(shi)(shi)度(du)環境不(bu)符合要(yao)求,甚至個別標養室(shi)溫(wen)濕(shi)(shi)(shi)度(du)控制(zhi)系統(tong)損壞,水泥(ni)室(shi)、節(jie)能(neng)室(shi)無(wu)恒溫(wen)恒濕(shi)(shi)(shi)設(she)備。部(bu)分(fen)機(ji)構(gou)無(wu)獨立的檔案(an)室(shi),檔案(an)管理不(bu)規范。個別機(ji)構(gou)檢(jian)測(ce)(ce)儀器(qi)未按要(yao)求進行計(ji)量鑒(jian)定、校(xiao)準。
三是(shi)檢(jian)測業(ye)務開(kai)展方(fang)面。部(bu)(bu)(bu)分(fen)檢(jian)測機(ji)構(gou)收樣管(guan)理(li)不(bu)(bu)嚴,收樣程序不(bu)(bu)規范,收取的(de)(de)部(bu)(bu)(bu)分(fen)樣品不(bu)(bu)符合試(shi)驗要求,個別機(ji)構(gou)未(wei)(wei)設(she)置獨(du)立的(de)(de)收樣室,試(shi)驗人員直(zhi)接收樣,未(wei)(wei)執行盲樣流轉。部(bu)(bu)(bu)分(fen)機(ji)構(gou)對檢(jian)測過(guo)程管(guan)理(li)松懈,有的(de)(de)原始記(ji)錄內(nei)容(rong)不(bu)(bu)規范或存(cun)在錯(cuo)誤,沒(mei)有過(guo)程數據(ju),不(bu)(bu)能追溯,有的(de)(de)檢(jian)測報告引(yin)用的(de)(de)方(fang)法依(yi)據(ju)不(bu)(bu)符合規范標準、結論錯(cuo)誤。個別機(ji)構(gou)對出(chu)現(xian)的(de)(de)不(bu)(bu)合格數據(ju)未(wei)(wei)按(an)規定及(ji)時(shi)上報處理(li)。部(bu)(bu)(bu)分(fen)檢(jian)測機(ji)構(gou)仍(reng)存(cun)在代替(ti)施(shi)工現(xian)場(chang)養(yang)護混凝土(tu)試(shi)件的(de)(de)情況(kuang)。
4、施工現場延伸(shen)檢查情況
重(zhong)點對施(shi)工(gong)現場混凝土質(zhi)量控制和檢測制度執(zhi)行(xing)情況進行(xing)了(le)延伸檢查,同時(shi)抽查了(le)項(xiang)目參建各(ge)方(fang)履職、工(gong)程實體質(zhi)量和工(gong)程資料等方(fang)面的內容,抽檢工(gong)程質(zhi)量總體可控,但(dan)各(ge)項(xiang)制度執(zhi)行(xing)、工(gong)程實體質(zhi)量水平仍需提(ti)高。
一(yi)是參(can)建(jian)各方履職方面(mian)。建(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)工(gong)(gong)程(cheng)質(zhi)量(liang)首(shou)要責任落實不(bu)(bu)(bu)到位(wei)(wei)(wei),部(bu)(bu)(bu)分項(xiang)目未按照要求由建(jian)設(she)單(dan)(dan)位(wei)(wei)(wei)委(wei)托工(gong)(gong)程(cheng)質(zhi)量(liang)檢測(ce)機構(gou)對見(jian)證取樣(yang)和工(gong)(gong)程(cheng)實體質(zhi)量(liang)進行(xing)檢測(ce)。部(bu)(bu)(bu)分監(jian)(jian)理(li)單(dan)(dan)位(wei)(wei)(wei)未認真履行(xing)監(jian)(jian)理(li)職責,總監(jian)(jian)理(li)工(gong)(gong)程(cheng)師不(bu)(bu)(bu)到崗履職,現(xian)(xian)場見(jian)證取樣(yang)、旁站監(jian)(jian)理(li)工(gong)(gong)作流于形式,大(da)部(bu)(bu)(bu)分監(jian)(jian)理(li)對施工(gong)(gong)單(dan)(dan)位(wei)(wei)(wei)委(wei)托檢測(ce)的情況未進行(xing)督促整改。部(bu)(bu)(bu)分施工(gong)(gong)單(dan)(dan)位(wei)(wei)(wei)現(xian)(xian)場管理(li)不(bu)(bu)(bu)規范,試塊(kuai)制(zhi)作及標養室管理(li)不(bu)(bu)(bu)到位(wei)(wei)(wei),現(xian)(xian)場標養室未正常運轉(zhuan),未按規范要求留置混(hun)凝土試塊(kuai),混(hun)凝土施工(gong)(gong)過程(cheng)質(zhi)量(liang)控制(zhi)不(bu)(bu)(bu)到位(wei)(wei)(wei)。大(da)部(bu)(bu)(bu)分建(jian)設(she)、監(jian)(jian)理(li)、施工(gong)(gong)單(dan)(dan)位(wei)(wei)(wei)對檢測(ce)機構(gou)出具的檢測(ce)報告未進行(xing)嚴格把關,只(zhi)看(kan)結論不(bu)(bu)(bu)看(kan)內(nei)容,對檢測(ce)報告中的一(yi)些明顯錯誤不(bu)(bu)(bu)能(neng)及時(shi)發現(xian)(xian)。
二是工程實體質(zhi)量(liang)方面。部分項(xiang)目混(hun)凝土(tu)養(yang)護不到位,外觀質(zhi)量(liang)較差,存在蜂(feng)窩、漏筋、夾渣、空鼓(gu)、漏漿、錯臺等(deng)質(zhi)量(liang)缺陷,接縫(feng)處冷(leng)縫(feng)較多(duo),一些項(xiang)目樓板裂縫(feng)情況(kuang)較為明顯,混(hun)凝土(tu)裂縫(feng)控制措(cuo)施不到位。個(ge)別項(xiang)目現場抽樣(yang)檢測砼保護層厚度符合率偏低。
三是(shi)工程資(zi)(zi)料方面。部(bu)分項(xiang)目(mu)施(shi)工資(zi)(zi)料滯后(hou)于工程進度,預拌混凝(ning)土出(chu)廠合(he)格證、檢(jian)測報告出(chu)具不(bu)及時,個別(bie)項(xiang)目(mu)檢(jian)測(取(qu)(qu)樣(yang)(yang))日(ri)期與施(shi)工日(ri)志記(ji)錄(lu)(lu)(lu)(lu)不(bu)相(xiang)符。部(bu)分項(xiang)目(mu)驗(yan)收記(ji)錄(lu)(lu)(lu)(lu)不(bu)完整(zheng),檢(jian)驗(yan)批驗(yan)收缺少(shao)現(xian)(xian)場(chang)檢(jian)查原始(shi)記(ji)錄(lu)(lu)(lu)(lu),施(shi)工資(zi)(zi)料中(zhong)(zhong)代(dai)簽字(zi)的(de)(de)情(qing)況較多(duo)。個別(bie)項(xiang)目(mu)對(dui)(dui)混凝(ning)土中(zhong)(zhong)的(de)(de)氯離子(zi)含量、堿(jian)含量等(deng)混凝(ning)土耐久性參(can)數(shu)設計有(you)明確要求(qiu),但無驗(yan)證資(zi)(zi)料。部(bu)分監(jian)(jian)理單(dan)位未記(ji)錄(lu)(lu)(lu)(lu)現(xian)(xian)場(chang)見證取(qu)(qu)樣(yang)(yang)情(qing)況,或者監(jian)(jian)理日(ri)志、旁(pang)站(zhan)記(ji)錄(lu)(lu)(lu)(lu)、見證記(ji)錄(lu)(lu)(lu)(lu)中(zhong)(zhong)取(qu)(qu)樣(yang)(yang)數(shu)量、日(ri)期等(deng)信息(xi)不(bu)能一一對(dui)(dui)應,甚(shen)至個別(bie)現(xian)(xian)場(chang)存在(zai)施(shi)工單(dan)位代(dai)替監(jian)(jian)理單(dan)位記(ji)錄(lu)(lu)(lu)(lu)監(jian)(jian)理日(ri)志、旁(pang)站(zhan)記(ji)錄(lu)(lu)(lu)(lu)的(de)(de)情(qing)況。
5、質量檢測(ce)監(jian)管系(xi)統數據統計分析(xi)情況
2021年度,全省(sheng)各工程質量檢(jian)測(ce)機(ji)構通過監(jian)管(guan)系統(tong)共(gong)成功上(shang)傳(chuan)(chuan)(chuan)檢(jian)測(ce)報告(gao)2301984份(fen)(fen),其(qi)中(zhong):混凝土(tu)抗壓強度1300462份(fen)(fen)(占(zhan)(zhan)56.5%)、鋼筋接頭618949份(fen)(fen)(占(zhan)(zhan)26.9%)、鋼筋原材382573份(fen)(fen)(占(zhan)(zhan)16.6%),存在不合(he)格(ge)報告(gao)1899份(fen)(fen)(占(zhan)(zhan)0.08%)。蘭州市、蘭州新(xin)區、天水市上(shang)傳(chuan)(chuan)(chuan)檢(jian)測(ce)報告(gao)總數(shu)(shu)(shu)位列前三,分(fen)(fen)別(bie)是:726452份(fen)(fen)、263191份(fen)(fen)、244983份(fen)(fen),占(zhan)(zhan)全省(sheng)總數(shu)(shu)(shu)的53.6%。經對(dui)檢(jian)測(ce)監(jian)管(guan)平(ping)臺中(zhong)各地檢(jian)測(ce)機(ji)構數(shu)(shu)(shu)據上(shang)傳(chuan)(chuan)(chuan)情況(kuang)進行(xing)梳理分(fen)(fen)析(xi),反(fan)映出部分(fen)(fen)監(jian)督機(ji)構對(dui)檢(jian)測(ce)數(shu)(shu)(shu)據上(shang)傳(chuan)(chuan)(chuan)情況(kuang)未定(ding)(ding)期進行(xing)統(tong)計分(fen)(fen)析(xi)和核(he)查比對(dui)、不合(he)格(ge)數(shu)(shu)(shu)據未及時處置,部分(fen)(fen)檢(jian)測(ce)機(ji)構未按規定(ding)(ding)采集上(shang)傳(chuan)(chuan)(chuan)試驗數(shu)(shu)(shu)據、試驗過程中(zhong)違反(fan)操作(zuo)規定(ding)(ding)等(deng)情況(kuang)時有(you)發生。一些(xie)具體情況(kuang)如下:
一(yi)是部分地區對系(xi)統中的不(bu)合(he)格記錄處(chu)理(li)不(bu)及時。截止年底,各(ge)地均存(cun)在一(yi)些(xie)不(bu)合(he)格記錄未處(chu)理(li)的情況,全省年度平均處(chu)理(li)率僅為44%。金昌、定西、武威等(deng)地處(chu)理(li)率較高(gao),均在95%以上,蘭州(永登縣)、平涼(華(hua)亭市)、白銀(yin)(景泰縣)等(deng)地未處(chu)理(li)不(bu)合(he)格數據較多。
二是部(bu)分檢(jian)(jian)(jian)測(ce)機構(gou)未在系統中上傳(chuan)(chuan)檢(jian)(jian)(jian)測(ce)數(shu)(shu)據(ju)或上傳(chuan)(chuan)數(shu)(shu)據(ju)較少(shao)。甘(gan)(gan)(gan)肅宏泰宇(yu)工(gong)(gong)程檢(jian)(jian)(jian)測(ce)科技有(you)(you)(you)(you)限公司(si)(si)、慶陽(yang)(yang)億業公路工(gong)(gong)程檢(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)限公司(si)(si)、張掖(ye)市科力工(gong)(gong)程質量(liang)檢(jian)(jian)(jian)測(ce)試驗室、金昌市錦譽(yu)澤工(gong)(gong)程檢(jian)(jian)(jian)測(ce)服務有(you)(you)(you)(you)限公司(si)(si)等10家機構(gou)2021年(nian)度在檢(jian)(jian)(jian)測(ce)監管(guan)平臺中未上傳(chuan)(chuan)數(shu)(shu)據(ju)。甘(gan)(gan)(gan)肅新(xin)大(da)(da)地(di)工(gong)(gong)程質量(liang)檢(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)限公司(si)(si)、甘(gan)(gan)(gan)肅中建市政工(gong)(gong)程勘(kan)(kan)察設(she)計研究(jiu)院有(you)(you)(you)(you)限公司(si)(si)、蘭州理工(gong)(gong)大(da)(da)學高新(xin)技術成果推廣轉化中心(xin)、西北礦冶研究(jiu)院4家機構(gou)在監管(guan)平臺中沒有(you)(you)(you)(you)登記信息(未安裝自動采集設(she)備或未啟用)。部(bu)分檢(jian)(jian)(jian)測(ce)機構(gou)沒有(you)(you)(you)(you)將全(quan)部(bu)檢(jian)(jian)(jian)測(ce)數(shu)(shu)據(ju)進行上傳(chuan)(chuan),全(quan)省有(you)(you)(you)(you)28家檢(jian)(jian)(jian)測(ce)機構(gou)全(quan)年(nian)上傳(chuan)(chuan)數(shu)(shu)據(ju)在500條(tiao)以下(xia),甘(gan)(gan)(gan)肅臨卓(zhuo)建設(she)工(gong)(gong)程檢(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)限公司(si)(si)、玉門(men)油田工(gong)(gong)程質量(liang)檢(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)限公司(si)(si)、甘(gan)(gan)(gan)肅鯤誠工(gong)(gong)程檢(jian)(jian)(jian)測(ce)有(you)(you)(you)(you)限公司(si)(si)、慶陽(yang)(yang)市天源水利勘(kan)(kan)測(ce)規劃設(she)計有(you)(you)(you)(you)限公司(si)(si)等單位上傳(chuan)(chuan)數(shu)(shu)據(ju)較少(shao)。
三是部分檢(jian)(jian)測(ce)(ce)機構存在修(xiu)改(gai)報(bao)告(gao)、報(bao)告(gao)中數據未采(cai)(cai)集(ji)的情(qing)況。白銀銀科建設工(gong)程(cheng)質(zhi)量檢(jian)(jian)測(ce)(ce)有(you)(you)限(xian)(xian)公司累(lei)計修(xiu)改(gai)報(bao)告(gao)147份(fen)。靜寧縣建設工(gong)程(cheng)質(zhi)量檢(jian)(jian)測(ce)(ce)中心、甘肅恒工(gong)工(gong)程(cheng)檢(jian)(jian)測(ce)(ce)有(you)(you)限(xian)(xian)公司修(xiu)改(gai)報(bao)告(gao)30份(fen)以上(shang)。嘉(jia)峪關(guan)英(ying)創建設工(gong)程(cheng)質(zhi)量檢(jian)(jian)測(ce)(ce)有(you)(you)限(xian)(xian)責任(ren)公司、中鐵西北科學研究院有(you)(you)限(xian)(xian)公司、甘肅環海工(gong)程(cheng)試(shi)驗(yan)檢(jian)(jian)測(ce)(ce)有(you)(you)限(xian)(xian)責任(ren)公司等檢(jian)(jian)測(ce)(ce)機構存在檢(jian)(jian)測(ce)(ce)報(bao)告(gao)沒有(you)(you)采(cai)(cai)集(ji)數據。
四是部分檢(jian)(jian)測(ce)(ce)機(ji)(ji)構數(shu)(shu)(shu)據(ju)二次(ci)(ci)采集(ji)率(lv)偏高(gao)。從系統(tong)統(tong)計情況(kuang)看,全省約80%的檢(jian)(jian)測(ce)(ce)機(ji)(ji)構存(cun)在(zai)數(shu)(shu)(shu)據(ju)二次(ci)(ci)采集(ji)的情況(kuang),二次(ci)(ci)采集(ji)數(shu)(shu)(shu)據(ju)占上(shang)傳總數(shu)(shu)(shu)據(ju)量的0.99%,說明部分檢(jian)(jian)測(ce)(ce)機(ji)(ji)構存(cun)在(zai)設備老舊、檢(jian)(jian)測(ce)(ce)人員操作(zuo)不規范等情況(kuang)。武山(shan)恒安工(gong)程質量檢(jian)(jian)測(ce)(ce)有限公(gong)司(si)(si)、臨夏(xia)州盛河建(jian)設工(gong)程質量檢(jian)(jian)測(ce)(ce)有限責(ze)任公(gong)司(si)(si)、定西(xi)衡通工(gong)程檢(jian)(jian)測(ce)(ce)有限公(gong)司(si)(si)、天(tian)水冀城建(jian)設工(gong)程質量檢(jian)(jian)測(ce)(ce)有限公(gong)司(si)(si)檢(jian)(jian)測(ce)(ce)數(shu)(shu)(shu)據(ju)二次(ci)(ci)采集(ji)率(lv)大于10%,天(tian)祝縣建(jian)筑材(cai)料檢(jian)(jian)測(ce)(ce)中(zhong)心等企業檢(jian)(jian)測(ce)(ce)數(shu)(shu)(shu)據(ju)二次(ci)(ci)采集(ji)率(lv)大于5%。

(三)問題整改處理情況
對省住建廳及各地在(zai)(zai)整(zheng)治提升行(xing)動中發現的問(wen)題(ti),各屬地住建部門(men)均已督促完成整(zheng)改,并依法依規進(jin)行(xing)了處(chu)理(li)。各地要進(jin)一(yi)步強化(hua)監(jian)管力度(du),在(zai)(zai)下一(yi)步整(zheng)治工作中將存在(zai)(zai)問(wen)題(ti)的企(qi)業和項目列為重點監(jian)管對象(xiang),加大監(jian)督檢查頻次和力度(du)。
對檢測監管平臺統計分析結果暴露出的相關問題,各市州住(zhu)(zhu)建(jian)部(bu)門要(yao)(yao)進(jin)一步調查(cha)(cha)核實,全面梳理,對存在的問題要(yao)(yao)限期督促整改,對存在違法違規(gui)行為(wei)的企業要(yao)(yao)依法依規(gui)嚴肅進(jin)行查(cha)(cha)處(chu),并于2022年4月(yue)底前將核查(cha)(cha)處(chu)理情況報省住(zhu)(zhu)建(jian)廳。
二、下一(yi)步工作安排和要求
各地住(zhu)建部門、各檢(jian)測機構和(he)預拌混凝(ning)土生(sheng)產企(qi)業、各在建項目(mu)要(yao)(yao)持續深入(ru)貫徹落實(shi)《2022年甘(gan)肅省(sheng)質(zhi)(zhi)(zhi)量(liang)發展(zhan)工(gong)作要(yao)(yao)點》及省(sheng)住(zhu)建廳《關(guan)于(yu)完善質(zhi)(zhi)(zhi)量(liang)保障(zhang)體系提(ti)升(sheng)(sheng)建筑工(gong)程(cheng)品質(zhi)(zhi)(zhi)的(de)若干措施》等(deng)文件精神,繼續按(an)照省(sheng)住(zhu)建廳《全省(sheng)預拌混凝(ning)土質(zhi)(zhi)(zhi)量(liang)和(he)工(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)檢(jian)測專項整治提(ti)升(sheng)(sheng)行動方案》(甘(gan)建質(zhi)(zhi)(zhi)〔2021〕147號)中的(de)整治范圍和(he)內容,并對照本次(ci)通報的(de)相(xiang)關(guan)問(wen)題情況(kuang),舉一反三,落實(shi)問(wen)題整改,強化責(ze)任意識,持續深入(ru)開(kai)展(zhan)預拌混凝(ning)土和(he)質(zhi)(zhi)(zhi)量(liang)檢(jian)測專項整治提(ti)升(sheng)(sheng)行動,推動工(gong)程(cheng)質(zhi)(zhi)(zhi)量(liang)品質(zhi)(zhi)(zhi)提(ti)升(sheng)(sheng)。
(一)工作重點
一(yi)是強(qiang)(qiang)化源頭(tou)質(zhi)量(liang)把關,嚴格預拌(ban)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)生產(chan)(chan)(chan)質(zhi)量(liang)控制。各地住建部門(men)要進一(yi)步加(jia)大(da)對預拌(ban)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)生產(chan)(chan)(chan)企業(ye)監督(du)執法檢查(cha)力度,督(du)促預拌(ban)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)企業(ye)認真貫徹落實(shi)《甘肅省預拌(ban)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)質(zhi)量(liang)管(guan)(guan)理(li)辦法》(甘建規范〔2020〕3號(hao))及有關標準、規范要求,加(jia)強(qiang)(qiang)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)源頭(tou)質(zhi)量(liang)管(guan)(guan)控和(he)過程管(guan)(guan)理(li)。重點加(jia)強(qiang)(qiang)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)用外加(jia)劑(ji)等(deng)原(yuan)材料的(de)(de)使用管(guan)(guan)理(li),杜絕不合(he)格產(chan)(chan)(chan)品進入預拌(ban)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)生產(chan)(chan)(chan)企業(ye),加(jia)強(qiang)(qiang)對混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)配合(he)比(bi)的(de)(de)管(guan)(guan)理(li)和(he)出廠(chang)檢驗關,嚴查(cha)混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)生產(chan)(chan)(chan)企業(ye)試驗室(shi)檢測弄虛(xu)作假等(deng)行為,保(bao)障混(hun)(hun)(hun)(hun)凝(ning)(ning)土(tu)產(chan)(chan)(chan)品質(zhi)量(liang)。
二(er)是強(qiang)(qiang)化檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)質量(liang)管(guan)(guan)控,嚴查檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)機(ji)(ji)構出具虛(xu)假報(bao)告行為。近(jin)期有媒體報(bao)道陜西寶雞(ji)工程質量(liang)檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)報(bao)告造假事(shi)(shi)件(jian),雖然事(shi)(shi)件(jian)涉(she)及(ji)的(de)(de)是偽造檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)報(bao)告,但也從(cong)側面(mian)反(fan)映出檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)市場管(guan)(guan)理方面(mian)的(de)(de)諸(zhu)多漏洞。各(ge)地住(zhu)建部門要進(jin)一(yi)步強(qiang)(qiang)化工程質量(liang)檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)機(ji)(ji)構動態(tai)監管(guan)(guan),要始終把嚴肅查處檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)數據弄虛(xu)作假、出具虛(xu)假報(bao)告做為對(dui)檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)機(ji)(ji)構監管(guan)(guan)的(de)(de)重(zhong)點,督促(cu)檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)機(ji)(ji)構進(jin)一(yi)步增強(qiang)(qiang)質量(liang)意識,依(yi)法依(yi)規(gui)開(kai)展檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)工作,重(zhong)點加強(qiang)(qiang)對(dui)近(jin)年來新成立檢(jian)(jian)(jian)(jian)測(ce)(ce)(ce)(ce)(ce)機(ji)(ji)構的(de)(de)事(shi)(shi)中事(shi)(shi)后監管(guan)(guan),嚴查規(gui)避上傳、修改數據等行為。
三是強化主體責(ze)任落實(shi)(shi),確保(bao)工(gong)程(cheng)實(shi)(shi)體質(zhi)(zhi)(zhi)量(liang)的提升(sheng)。各地(di)要(yao)進(jin)(jin)一步加(jia)大延伸檢查(cha)(cha)力度,加(jia)強與現場的聯動(dong)檢查(cha)(cha),對發現的預拌混凝土質(zhi)(zhi)(zhi)量(liang)問題、不合格檢測(ce)報告(gao)要(yao)一查(cha)(cha)到底,確保(bao)工(gong)程(cheng)實(shi)(shi)體質(zhi)(zhi)(zhi)量(liang)。各級質(zhi)(zhi)(zhi)量(liang)監督機(ji)構(gou)要(yao)進(jin)(jin)一步加(jia)強項(xiang)目參建(jian)各方主體責(ze)任的落實(shi)(shi),督促建(jian)設單位要(yao)嚴(yan)格落實(shi)(shi)首要(yao)責(ze)任,按規定委托檢測(ce),督促施工(gong)、監理(li)企(qi)業落實(shi)(shi)質(zhi)(zhi)(zhi)量(liang)控(kong)制體系,嚴(yan)把施工(gong)質(zhi)(zhi)(zhi)量(liang),重點加(jia)強對監理(li)單位責(ze)任落實(shi)(shi)的監督管理(li)。
四是強(qiang)化數據信(xin)息(xi)監管(guan)(guan)(guan)(guan),切(qie)實推行(xing)智(zhi)(zhi)(zhi)慧(hui)監管(guan)(guan)(guan)(guan)。今年省住(zhu)(zhu)建廳按照省政(zheng)府數字政(zheng)府建設(she)要求積(ji)極推進“智(zhi)(zhi)(zhi)慧(hui)住(zhu)(zhu)建一(yi)體化管(guan)(guan)(guan)(guan)理(li)(li)”平(ping)臺建設(she),依托信(xin)息(xi)網(wang)絡(luo)技術,大力推進“智(zhi)(zhi)(zhi)慧(hui)”監管(guan)(guan)(guan)(guan)實踐運(yun)(yun)用(yong),做(zuo)為板塊之一(yi)的“智(zhi)(zhi)(zhi)慧(hui)質(zhi)安”系(xi)統(tong)也將開(kai)始運(yun)(yun)行(xing),其中涵蓋對檢測機構和(he)預(yu)拌混凝土企(qi)業(ye)的信(xin)息(xi)化管(guan)(guan)(guan)(guan)理(li)(li)模塊。各地(di)住(zhu)(zhu)建部門要加強(qiang)學(xue)習(xi)培訓(xun)和(he)宣傳應(ying)用(yong),積(ji)極應(ying)用(yong)“智(zhi)(zhi)(zhi)慧(hui)質(zhi)安”系(xi)統(tong)開(kai)展監管(guan)(guan)(guan)(guan)工(gong)作,強(qiang)化智(zhi)(zhi)(zhi)能化管(guan)(guan)(guan)(guan)理(li)(li)水平(ping)。
五(wu)是強化(hua)市(shi)場(chang)服務指導(dao)(dao),引導(dao)(dao)行業(ye)健(jian)康有序(xu)發(fa)展(zhan)。各地在(zai)強化(hua)監管(guan)的同時,要進(jin)一步提(ti)高服務意識(shi),結合本(ben)地實際建立長效機制,合理(li)規劃產業(ye)布局,規范市(shi)場(chang)秩序(xu),指導(dao)(dao)企業(ye)提(ti)升技術水(shui)平(ping)(ping),培育(yu)發(fa)展(zhan)模范示范企業(ye),打造綠色智(zhi)能生產預拌混凝土企業(ye)和現代化(hua)高水(shui)平(ping)(ping)質量檢測機構,通過技術與管(guan)理(li)手(shou)段不斷提(ti)升企業(ye)質量水(shui)平(ping)(ping)和市(shi)場(chang)競爭力。
(二)工作要求
一是(shi)提高思想(xiang)認(ren)識,做好(hao)動(dong)員部署。各地住建部門要做好(hao)專(zhuan)項(xiang)整(zheng)治提升行動(dong)的安排部署,建立(li)工(gong)作(zuo)機制(zhi),細化工(gong)作(zuo)目標和措施(shi),明確工(gong)作(zuo)重點(dian),扎實有(you)效推進(jin)專(zhuan)項(xiang)整(zheng)治工(gong)作(zuo)。鼓勵各地積極爭(zheng)取專(zhuan)項(xiang)經費,通過政府購(gou)買服務的方式,委托專(zhuan)業機構和人員進(jin)行監督(du)檢查和抽(chou)測。
二是強(qiang)化(hua)監(jian)督管(guan)理,曝(pu)光(guang)典(dian)型案例。各地住建主管(guan)部門要充分利用省廳智慧監(jian)管(guan)平臺和檢測監(jian)管(guan)系統,強(qiang)化(hua)事中(zhong)、事后監(jian)管(guan),將問題企業列入重(zhong)點監(jian)管(guan)對(dui)象,對(dui)問題項目進(jin)行(xing)重(zhong)點跟蹤(zong),對(dui)違法違規(gui)責任主體和單(dan)位建立常態化(hua)監(jian)管(guan)機制,實行(xing)清(qing)單(dan)化(hua)管(guan)理,同時要將問題企業和項目作(zuo)為(wei)反面典(dian)型進(jin)行(xing)曝(pu)光(guang),形成有力(li)震懾。
三(san)是強化督導檢(jian)查(cha)(cha)(cha),總結工(gong)作(zuo)成效。各(ge)地住建(jian)主管部門(men)要(yao)進一步(bu)靠(kao)實監管責(ze)任,加強專(zhuan)項整(zheng)治(zhi)提升行(xing)動落實情(qing)況的督導和(he)(he)檢(jian)查(cha)(cha)(cha),將(jiang)專(zhuan)項整(zheng)治(zhi)工(gong)作(zuo)與工(gong)程(cheng)質(zhi)(zhi)量品質(zhi)(zhi)提升等重點(dian)工(gong)作(zuo)相(xiang)結合,統(tong)籌推(tui)進。省住建(jian)廳將(jiang)對各(ge)地工(gong)作(zuo)開展情(qing)況進行(xing)督查(cha)(cha)(cha),采取“雙隨機(ji)、一公(gong)開”方(fang)式(shi)對預拌混凝土(tu)質(zhi)(zhi)量和(he)(he)檢(jian)測機(ji)構進行(xing)抽查(cha)(cha)(cha),督查(cha)(cha)(cha)結果將(jiang)進行(xing)全(quan)省通報。
請各市州住(zhu)建部門將專項(xiang)整治(zhi)工作總(zong)結于2022年(nian)11月底前報省住(zhu)建廳質安處,工作總(zong)結應包括本地區(qu)預拌混凝土、檢測企業(ye)基本情(qing)況、存在的問題、檢查處理情(qing)況、長效機制建立情(qing)況和下一步(bu)工作意見建議等內容。
